We want to be able to enable GraphRunner by default before enabling audio worklets by default, to be sure it's working as intended, and to distinguish any issues from audio worklet-specific ones.
Currently GraphRunner is enabled if audio worklets is enabled, but we'll add a dedicated pref and allow either the new pref or the audio worklets pref to enable the runner.
