Open request to move OTRUI.jsm to a different place, potentially no longer being a module, but rather a regular .js file referenced from mail/base/content/messenger.xul and potentially living in that directory.
Potentially delaying loading based on gOtrEnabled using Services.scriptloader.loadSubScript
