Note
- When the user reaches a website that only requires a password to log in and attempts to save multiple login credentials, he will notice that he is unable to save a second one due to the fact that the Password Manager will prompt to update the current one.

Steps to reproduce
- Reach https://mail.mozilla.org/admin/passwords-dev
- Input a password and tap Enter.
- Save the password by the Password Manager prompt.
- Input a different password and tap Enter.
Expected result
- The user is able to save a second password only credential for the password only login website?
Actual result
- The user isn't able to save a second password on the same password-only login website, because the Password Manager prompts to Update or Don't Update the already existing one. Furthermore, a second set cannot be manually added to the Saved Logins modal.
Regression range
- Not a recent regression.
Additional notes
- Chrome browser would not save a password-only login at all.

This is currently the expected behaviour, one password per username on a site and "" counts as a username.
