To pre-translate strings, we'd like to use Pontoon’s internal TM engine in combination with machine translation service.
This bug is about determining the TM threshold (100/90/80%) to use. We'll use machine translation when no match is found above the threshold.

For now, the threshold is 100%.
We'll revisit as we go and add new (e.g. bug 1604843) or update existing (e.g. bug 1588465) new MT services.
