We should add a pretranslation toggle to the project admin, which will enable or disable a pretranslation task for the project.
We should also have a "Pretranslate" button to explicitly trigger pretranslation immediately (instead of doing so when the setting changes).
As part of this bug or as a followup we can also add an option to only make a subset of locales use pre-translation setting.
