Currently we can only display messages containing fluent string ids. Similar to the Addons messages we could support both ids and displaying direct messages provided in the payload.

I have verified this issue with the latest Firefox Nightly JA locale build (69.0a1 Build ID - 20190617214029) installed, on Windows 10 x64, Arch Linux and Mac 10.14.5. Now, the English version of the CFR bookmark message is displayed, if the localized version is not available in for the selected locale.
