Bug 1550487 introduces account specific prefs for OTR.

I haven't yet researched how to register observers for account specific prefs.

We should add them, and ensure that changing the prefs during a session has immediate effect. Well, on the other hand, the "require encryption" pref probably cannot handle chats that are currently active? And we probably don't get verification reminders for chats that are already active. But at least they should apply for new conversations opened.

I think chat.otr.enable should be excluded from this bug.

I think it's OK to require a restart of Thunderbird to switch between OTR being enabled and disabled.

This bug is about the individual prefs that control OTR behavior.
