User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:67.0) Gecko/20100101 Firefox/67.0
Steps to reproduce:
Click on Firefox "Option" Menu then on "Options"; on "General" category scroll to the bottom; on "Network Settings" click on the "Settings..." button to the right; click on "No proxy" Or "Use system proxy settings"; click "OK"; restart Firefox.
Actual results:
On Firefox 67 Homepages Fail To Load On Firefox StartUp If Proxy Setting Is Set To
"No proxy" Or "Use system proxy settings".
But Navigation To Any URL Works Fine, Including Navigation To The URLs Used To Customize The Custom Homepage Setting.
On My Current Pre-Firefox-67:
I've tested it with all Add-Ons disabled and Homepages are not loaded.
I've tested it in "Safe Mode" and Homepages ARE loaded.
On Firefox-67:
I've tested it with a New Profile and Homepages ARE loaded.
(But i had no personalization whatsoever on this profile excepet for the proxy setting.)
Expected results:
"No proxy" Or "Use system proxy settings" Should Still Load Any Custom Homepages provided that
the Network IS properly configured with a Proxy in the case of "Use system proxy settings" or that
the Network has no proxies in the case of "No proxy".
My Network Is Ok; I Have No Navigation Problems And Always Had Firefox Set To "No proxy" Prior To Firefox 67; And i Had Zero Problems With Homepages Failing To Load On Firefox StartUp.

I can reproduce this bug the following way, although it is not really systematic:
- Create a new profile
- Choose a custom homepage
- In "Network Settings", choose "No proxy" or "Use system proxy settings" (or - better to reproduce the bug - manual configuration, if you have a proxy, like Tor)
- In "Privacy & Security", validate "Delete cookies and site data when Firefox is closed" and "Clear history when Firefox closes" with "Active Logins" inside (at least)

My father-in-law and I are experiencing the same issue - a custom home page is not loading when Firefox starts. Our home pages have been set to google.com for a long time and they would open automatically when Firefox launched. Now we are both getting a blank "New Tab" when Firefox launches. I truly believe this started with the recent version 67.0 update. Firefox on our second computer has not been updated yet. It is running version 66.0.5 (64-bit) and the custom home page (google) opens as it should. I have not tested different proxy settings. Ours have always been set to "use system proxy settings". Thanks for you help!

And this is actually accurate? I'm going to mark this is as a duplicate of bug 1554167 based on that. Please reopen if you can reproduce the issue without that box checked.

Clearing the "Clear history when Firefox closes" check box resolved the issue for me.
@Gingerbread Man : Note that, if you uncheck the box "Delete cookies and site data when Firefox is closed" but leave the box "Clear history when Firefox closes" checked, you don't have this issue any more. But you can also check the first box and uncheck the second to "solve" the issue. This is a systematic behaviour on my system. However, the choice for proxy settings influences non-systematically.
