User Agent: Mozilla/5.0 (Windows NT 6.3; Win64; x64; rv:69.0) Gecko/20100101 Firefox/69.0
Steps to reproduce:
See attached image. Conditions to activate the bold effect: WebRender is enabled, the title length is short enough not to trigger the fade effect, and the tab is not the active tab. If any of the three conditions is violated, the title will not be bolded.
Graphics card: Intel HD Graphics 4000 (WebRender force enabled)
Actual results:
The title is bolded.
Expected results:
The title should not be bolded.

Can you reproduce the problem on a fresh profile? If so can you post a screenshot of that?
Here it is on a fresh profile. Only setting changed: about:config, gfx.webrender.all -> True.
The tabs were purple in the Default theme because my Windows system theme has purple window tops. In both the WebRender and non-WebRender environment, choosing the Default theme colors them my system theme color.

Does the problem go away if you set your windows system theme to the default?
It does not go away. Changing my Windows system theme to the default, then closing and re-opening Firefox, I now see incorrectly-bold text on yellow tabs, where yellow is the color that the default Windows 8.1 system theme uses.
