We should enable ESLint for startupcache/.
The javascript test already passes ESLint once it knows the right configuration - to do this, I'd like to propose that we move it to a browser/ sub-directory. ESLint already knows that anything in browser/ is a browser mochitest and it saves a separate .eslintrc.js file.
