I uninstalled Firefox from my Windows desktop and wiped ~/AppData/Roaming/Mozilla/Firefox.

Then I installed current 67 release, when it ran the bar appeared at the bottom saying that I have reinstalled and offering to refresh my profile. Since my profile is brand new at this point refreshing is unlikely to do anything.

Looks like this is from bug 1095739. When checking if the user uninstalled we don't check if the profile is new or not. Should be as easy as adding a check that lastUse is non-zero here: https://searchfox.org/mozilla-central/rev/4606c7974a68cab416c038acaedcae49eed93822/browser/components/BrowserGlue.jsm#1350

Interesting that two people found it on the same day though...

I've chosen a component for this bug in hope that someone with more expertise may look at it. We'll await their answer. If you consider that there's another component that's more proper for this case you may change it.
