Contextual menus no longer show up in the system language or program language on Windows. Instead it follows the set system region.

Steps to reproduce:
Update Firefox to the latest version. Have my system region set to Sweden but the preferred language is English on both system and Firefox.
Actual results:
Context menu is in Swedish, the system region not the system language.
Expected results:
It should be in the language that's set across the system.

Hey Norbert,
I'm having problems with reproducing this, I set up the following:
- Downloaded Firefox Release 67.0 with Swedish locale
- Set up windows region to Sweeden - my windows is also in english
- Changed the language for Firefox from about:preferences to English
All the context menus are correctly displayed in English. Did I miss any important step? If you could guide me in this, that would be appreciated.

Seems like this is my problem. I can't change the default locale. And I can't remove English or Swedish. Happened after I updated it.

It works now.
Had the preferred languages English (US) and Sweden set in the program, in that order from the top. Added another English in "set alternatives" restarted, and now it's as it should be, even after I removed the English (UK) alternative.
