Steps to reproduce:

Updated to v67.
Started Firefox.

Actual results:

Firefox started with blank page.

Expected results:

FIrefox should have opened the Custom URL set in options.
This was working fine in v66.

NOTE: Somehow the solution to this problem is that I need to UNCHECK
Active Logins from Settings For Clearing History. Unchecking resolves the issue. Re-checking Active Logins causes the problem to come back.
Option is located here: Options > Privacy & Security > History > Settings > Active Logins
