Details
User Agent: Mozilla/5.0 (X11; Linux x86_64; rv:69.0) Gecko/20100101 Firefox/69.0
Steps to reproduce:
I opened Firefox with a few tabs.
Wait for it to cool down a bit.
Opened Chrommium.
Actual results:
Cooler started spinning so I checked the processes.
Firefox WebContent processes were at around 8-10% and I could not see the web pages but only the spinner when I changed tabs.

Expected results:
Firefox should not be affected by other programs.

This is nasty. It seems to happen also for Signal which is an Electron app. Electron apps are super popular. Most people have one installed.
