Once we have enrollment IDs generated (bug 1555176) and the ability to annotate active Telemetry experiments with enrollment IDs (bug 1555172), we should include the generated enrollment IDs in the calls to setEXperimentActive.

Everything was ready at once, so this integration was implemented as a part of bug 1555176.
