Proportional power usage is only available on android 8+ and should only be reported to perfherder when these OS are in use. They are currently being reported and since they are always zero, we see NaN values in the perfherder data: https://treeherder.mozilla.org/perf.html#/graphs?timerange=5184000&series=mozilla-central,1955230,1,10&selected=mozilla-central,1955230,474710,808986675,10

This patch prevents proportional power usage data from being output when the android version is 7 or lower since it does not exist on these OS versions.
