Can we preserve container data on a refresh? We currently preserve bookmarks, history, logins, and open tabs. Container data would be good to add to that list.

Maybe the add-on "Multi-Account Containers" could help in this concern or be an alternative. More info about it can be seen by accessing this link: https://support.mozilla.org/en-US/kb/containers.

Isn't the whole point of a "refresh" to kill off all the add-ons? Unfortunately the current implementation of containers is as an add-on

I think the data is just in a JSON file, right? That should be relatively easy to add. See FirefoxProfileMigrator in the tree.
