1556218 - Transparent popups on wayland + webrender intel

Been seeing transparent popups appear more often when clicking on webextension toolbar icons.

Steps to reproduce:

1. set gfx.webrender.all to true
2. set MOZ_ENABLE_WAYLAND=1
3. Install uBlock Origin
4. click uBlock Origin icon in toolbar

What happens:

The popup appears transparent.

Expected result:

The popup appears solid, not transparent.

This happens intermittently, but is definitely happening more often recently.

Unless someone else has seen this, we can mark this WFM - I was previously using alpha mesa drivers, which I now think may have been causing this problem -- too bad there's no mesa-regression tool for that. ;)

Obviously, if you have seen this, please reopen.
