1556660 - Add Alexandru Ionescu & Marian Raiciof to Treeherder sheriff group so they can investigate Perfherder alerts

Alex & Marian will be the 2 new Perf sheriffs. They should be added to this group, otherwise they cannot properly investigate the perf alerts.

Their LDAP accounts are:
[e-mail] for Alex
[e-mail] for Marian

I'm not sure what this would entail. Cameron, is this a matter of adding them as users to prod with special sheriff privileges?

From a similar bug (bug 1506882), I see :emorley said this requires setting the is_staff Django permission, using the proper LDAP emails.
Basically, we should provide admin Django permissions.

This is just making them "is_staff" = 1 and "is_superuser" = 1 in the database. I just did so. They're all set now. :)
