Details
I noticed that the OSX convention for file paths is not used in favor of the OS9 convention
for file paths. For example, the root directory is "/" in OSX while in OS9 is "Mac OS HD:"
(or other equivalent drive name).
I wonder if it has been left in intentionally, as many other programs for OSX follow the
OSX convention.

bug 140606 seems to be about the special case of this bug
(file://localhost/foo), whereas this one would be about file://foo/
If I'm reading it correctly, bug 140606 would depend on this one, basically just
looking for /localhost and knowing to ignore it.

Bug 140606 started out as just the localhost question but has evolved to
encompass all OS X local URL issues. Take a look at some of its other dupes.
