1556991 - Remove the runtime pref controlling WOFF2 support

Support for WOFF2 was initially landed behind a pref in bug 1064737; it was enabled by default for release builds in bug 1084026 (Firefox 39).

At this point we should regard WOFF2 as a standard part of the platform: it's well-tested, stable, and supported by all major browsers. There's no reason to maintain a runtime pref to enable/disable it. Let's clean up this bit of cruft.
