Recently my build was crashing on startup due to bug 1556911 but was not creating an ASan report in <profile>/asan/

This was observed on Windows 10 with ASan nightly build id 20190605095225.

The priority flag is not set for this bug.

If we crash before we have a profile, there is no way for our ASan reporter to catch the crash and report it, so this is something we can't easily fix.
