Ireland MAU is currently at 985690 according to the telemetry numbers.
I've added a snapshot of a Leanplum(marketing tool) dashboard for comparison showing a MAU of ~140k.
With a total population of ~5M, that would give us a MAU country share of 20%. There is a noticeable jump that occurs in both telemetry and Leanplum data set around Christmas time of 2018.

Closing this as a dupe, since we need investigation and there doesn't seem to be anything wrong with server-side tooling or analysis.
