Steps to reproduce:
First I was only needed to toggle this particular preference: toolkit.cosmeticAnimations.enabled
thing that I do and even it stay changed in false does not get effective.
Actual results:
Then after I receive some indications on the support forum I check with whatever preference with same result.
Expected results:
Work as expected, get into effect after I toggle to false or true.

I have tested your issue on latest FF release (67.0.2) and latest Nightly build 69.0a1 (2019-06-13) using Windows 7 and Windows 10 and could not reproduce it.
Did you restart the browser after you've changed that preference to false?
If the issue is still reproducible on your end can you please retest this using latest FF release and latest Nightly build (https://nightly.mozilla.org/) and report back the results? When doing this, please use a new clean Firefox profile (https://goo.gl/AWo6h8), maybe even safe mode (https://goo.gl/AR5o9d), to eliminate custom settings as a possible cause.

Can you attach a copy of about:support data to this bug (at https://bugzilla.mozilla.org/attachment.cgi?bugid=1558159&action=enter ) please (help > troubleshooting information, then click "copy raw data to clipboard", then paste in the box in the previous link) ?
Do changes in the "normal" options (Tools > Options) save across restarts and take effect correctly?

Also, just to clarify, the about:config page shows the preference state changing to true or false, and that persists after restarting the browser, but you don't think the preference does what it should? Which particular animation are you testing with? And can you link to the support forum thread for context, please? :-)
Yes, the normal options do function and take effect.
It was about this one in particular at first toolkit.cosmeticAnimations.enabled then after I try what I read on the support forum I conclude that no matter setting is the result is the same, so if I want to toggle one preference or another to false or true after restarting and even it shows the new value still do not take effect.

To be clear, can you confirm that the problem you're struggling with is that after setting that preference to false, the tab throbber (moving dots in the tab icon) is still animated/moving?
Unrelated, but looking at the support thread and your about:support data, you probably want to revert the changes to internal "animat" related preferences in about:config - the about:support data shows a number of those with non-default values that will likely break some websites and/or make things slower.
You are right, it was the main reason why I open that request on the forum and now here, and yes I want to revert that preferences.
