Let's put the providers in a table and allow editing them via API.

Brian, we should probably make a decision: do we get this in now for ease of future upgrades, or defer it as a 2.0 feature?

I'm not going to get around to it anytime soon. If someone else wants to pick it up then now is fine with me.

No longer blocks: worker-manager
Summary: [worker-manager] Add a providers table → [worker-manager] Add a providers table to worker-manager so providers can be configured via API

We're still thinking of doing this as part of a larger project to move credentials (like Azure, GCP, AWS in Auth) out of the deployment config and into API methods. But, we're not doing that yet, so for the moment let's call this INCOMPLETE.
