Steps to reproduce:

I visited about:addons

I tried to scroll down to see what addons I had installed.

Note that I use older scrolling software (Scroll+). But I think this bug would occur regardless of scrolling methods.

Actual results:

If I try to scroll, and my mouse is in the right place, (a) the top of the window does not scroll, (b) the left side of the window does not scroll, (c) the giant notice about changing something des not scroll, (d) only about 20% of the window actually scrolls, and with scrolling and non-scrolling elements next to each other, near the middle of the screen, this can trigger migraines.

Webextensions such as AlwaysKillSticky cannot fix about:config.

Expected results:

Mozilla should try to avoid sticky/fixed elements, especially such large elements, and especially where webextensions cannot fix the page.

Can you attach a screenshot, please? I'm curious how large the display area and how many extensions, etc.

This doesn't show the broken scrolling, but

(1) not much space for extensions, so scrolling is vital,

(2) non-scrolling header takes up a lot of space, and mixing scrolling and non-scrolling elements can trigger migraines

(3) extension list abuts non-scrolling left side, and again, putting scrolling and non-scrolling elements so close together can trigger migraines

I am using my own css to tryto force a readable font and font size. I don't have adequate user css to fix broken scrolling or block other migraine triggers.
