Details
Open a new browser window, go to the URL (WinRG), hide Navigation Toolbar, hit
F11, click on the webpage (Flash). Now you should be in full screen, with no
Mozilla parts visible.
Hit F11 again. Expected results: return to non-full mode. Actual results: nothing.
Alt-Tab will change to other window, but no other keys work.
The proper fix for this bug would probably be to prevent Flash from capturing
any important keystrokes.

see also bug 151704 where there is a request for a shortcut key to restore the
navigation toolbar in Full screen mode. IE does not allow someone to completely
remove the full-screen toolbar and this may very well be the reason why.
If a page can capture our important shortcut keys (especially in a situation
where a shortcut key is the ONLY way to perform an action) we are effectively
inviting exploits.
