The Raptor unity webgl Firefox test job has frequent intermittent failures (Bug 1524545). They should be solved once the benchmark is upgraded (Bug 1506865). However in the mean time let's demote this test job to tier 3. We wish to keep it running as the successful job runs are posting data to the dashboard [0]. The corresponding android jobs are already tier 3.
