I can reproduce the issue on Nightly69.0a1 Windows if WebRender ON.

Fixed by bug 1559284 comment 11.
I want to reopen issue because currently clovers isn't exactly smooth if you look at these you catch how cloves simple stuck ( on starting animation is more obviously also change tab or click on button Change view -> Editor View and hover at any one code section and use mouse scroll )

GPU: GTX 1080 Ti

bug 1559284 comment 11 fixed the regression from 2019-06-13 caused by bug 1558106.
With bug 1559676 comment 1 it's perfectly smooth like Beta again. It's a previous regression from 2019-06-07 caused by bug 1464032.
