The Background Image is loaded last of page, which
makes some pages look bad on "first load", especially
graphic intensive sites, which are using lots of
transparencies and depending on the background
image to "look nice".
Reproducible: Always
Steps to Reproduce:
1. Go on a site which small/large background images/graphic intensive
The PNG Test Site with Background Images is helpful here:

Actual Results: The background image is shown, when the whole page
has already loaded, even the other images loaded
first. This makes some webpages look ugly from the
first view, and get the "correct" view when the
background is loaded.
Expected Results: IE loads the Background just as another picture.
When its small, its loaded quick, but never
as "last of page" like Moz doin' it. The best
would even be, when the bg-img would be loaded
first at all (probably over options).
Test it with IE on the provided sites.
