STR:

  1. Set apz.gtk.kinetic_scroll.enabled;true
  2. ensure environment variable MOZ_ENABLE_WAYLAND=1 is set
  3. restart Firefox
  4. Scroll using touchpad.

What happens:

No discernible effect from this option.

Expected result:

This previously worked before it was backed out in Bug 1213601.

Are you sure it's actually running with the Wayland backend? (e.g. if you check about:support).

The reason I ask is because this bug (in particular Kestrel's comment) indicates that this is broken in the current nightly and it's actually using xwyaland: https://bugzilla.mozilla.org/show_bug.cgi?id=1560545

The kinetic scrolling doesn't work with xwayland, so if you're experiencing that issue, it would explain the lack of kinetic scrolling

I haven't had the change yet to try the latest nightly myself

Apparently, it is running in x11 mode. I'll leave it open until Wayland works again and see if it fixes after that.

Fixed with the fix of bug 1560545.
