Bug 1550662 changes the behavior of Reload All Tabs to discard browsers instead of actually reloading them all at once - this is more performant and the tabs get reloaded lazily upon selection. However, this may result in no visual feedback to the user, since discarding the browser is only apparent after selecting the tab.

This bug is to discuss and perhaps implement a visual cue indicating what's going on to the user.

Let's leave this in triage for one more week so that nhnt11 has a chance to weigh in after vacation.

I brought this up with some priv/sec frontend folks including UX and content strategy, and we went over the issue and some potential options. The conclusion was that we need some more time to think about this, and suggest that this be marked as P2 or P3 - we can't prioritize it for 70.
