There should be a pref for the new What's New Panel feature. Normandy needs to be able to set it so we can run a holdback experiment. It could also be used to turn off the feature if something were to go wrong.
It needs to be added in browser/app/profile/firefox.js

I have verified that the "browser.messaging-system.whatsNewPanel.enabled" pref has landed in the latest Beta 69.0b4 (Build ID 20190712011116) and Nightly 70.0a1 (Build ID 20190714214027) on Windows 10, macOS 10.14, and Arch Linux 14.4.3.
