The scroll position moves down to the Accessibility heading instead of remaining at the Media heading.
With layout.css.scroll-anchoring.enabled = false the scroll position moves up to the Graphics heading.

Feel free to undupe if your issue is different
Bug 1524281 has been marked as resolved but this is still reproducible on latest Nightly. It now behaves the same as with layout.css.scroll-anchoring.enabled = false, moving from the Media heading up to the Graphics heading when refreshed.

This may be fixed by bug 1529702.

Per comment 2 this is no longer a scroll anchoring regression. This is probably a more general scroll restoration bug.
Still worth taking a look though.
