User has a Samsung S8 with Android 9 but is unable to add a shortcut to a website to the Android home screen.

Hello, thanks for your report. I tried to reproduce your issue by following all the information from your link but I wasn't able.
Devices:

  • Samsung Galaxy S8 (Android 9);
  • Samsung Galaxy Note 8 (Android 9).

Can you provide us more information regarding this issue? If you have some specific settings or add-ons installed? If you have additional steps missed please let us know. I'll wait for your updates, thanks.

I have asked the user if they have any add-ons installed (if so, which) and will advise when I hear back.

I am the original bug submitter. The problem still persists on my device.

Regarding add-ons, they are simply the stock add-ons. Remember, this is on a hard-reset device with fresh install. They enumerate as:

  • Default "A theme with the operating system color sc..."
  • OpenH264 Video Codec provided by CIsco Systems, Inc v1.8.1
  • Browse Firefox's Recommended Extensions >

Regarding the launcher, as I indicated in my original inquiry, I am using an aftermarket home screen launcher, Nova Launcher. However, the behavior is identical when I go into Default Apps settings panel, and choose the stock Home Screen ("One UI Home" with a Samsung icon).

Regarding other browsing apps, when I launch Chrome (using Nova Launcher as the default home screen), the context menu offers "Add to Home screen" option and has a corresponding workflow that successfully adds the bookmark to my home screen.

I would add to the above,

Workaround: Launch chrome, browse to the URL in question, go to Context menu, select "Add to Home Screen".

This will create a home screen icon which opens in the default browser. Kind of a burn, though, to have to use chrome to create a firefox bookmark!
