Steps to reproduce:
- Install the latest Windows 1903 build.
- Install a Firefox extension which prompts for U2F in the browserAction popup window. In my example, I use Bitwarden. https://addons.mozilla.org/en-US/firefox/addon/bitwarden-password-manager/
- When U2F is requested, the new Windows overlay appears (see attached screenshot).
Actual results:
The browserAction popup window loses focus, resulting in the popup closing. The extension popup is therefore not able to process the result of the U2F response.
Expected results:
Popup window should remain open.

I couldn't reproduce this issue using the latest Firefox Nightly and on Firefox 67.0.4 on Windows 10 x64.
Could you please try to reproduce this issue on the latest Firefox Nightly?

I can still reproduce this issue on Windows 10 1903 with Firefox Nightly 69.0a1 (2019-07-05) (64-bit).
