Details

There's been a few questions about running experiments on ecosystem telemetry. Details tbd, but for now it seems we should be able to swing this if we include the experiments block in the limited environment section of ecosystem/pre-account pings.

Popping this to P3 because we're not working on it, but we don't want to lose it before the next design round.
