Details

User Agent: Mozilla/5.0 (X11; Linux x86_64; rv:60.0) Gecko/20100101 Firefox/60.0

Steps to reproduce:

Restore previous session after Firefox upgrade (to 60.7.2 ESR 32bit on Windows 10)

Actual results:

Tab titles are loaded (from history?), "busy" animation is being displayed, but the tabs actually seem not to load.
When I click "cancel" to stop loading the page, the "reload" button is grayed out after that. In at least one case the URL was gone also.
After a significant delay (one minute or so) the prompt for the master password was displayed. After entering that, things seemed to work much better.

Expected results:

Master password should be asked for as soon as needed.
Tabs showing the "being loaded" animation should actually load.
Canceling a tab that is loaded should allow reloading it.
The URI of a tab should be preserved even when canceling the initial loading.

I detected this case: Firefox was started after rebooting the PC. Firefox restored windows and tabs automatically, and even as there were multiple secured connections with store passwords, Firefox did not prompt for a master password. I guess the fix for the old problem that multiple dialogs for the master password on restarting Firefox had been fixed the wrong way (so that it does not prompt at all now).
