Steps to reproduce:

Was using the Beta (68?). The beta tried to update which triggered Apple's:
“Firefox Software Update” can’t be opened because it is from an unidentified developer."
Your security preferences allow installation of only apps from the App Store and identified developers.

Q_DETAIL_DOWNLOAD_AGENT_DATE.Q_DETAIL_TYPE_FILE
Go to Security and Privacy and authorize, click are you sure.
Nothing.

Actual results:

Nothing. Firefox will not launch, just get the warning again.
Started with 68 beta, but whatever the current non-beta build is will not launch either.

Expected results:

Firefox launchs
