Steps :
- Launch the Firefox browser and reach twitter.com
- Zoom the page to 300%.
- Hit Ctrl + Shift + M in order to start Responsive Design Mode.
- Hold Ctrl and zoom out one level using the mouse wheel.
Expected Results :
The web page should Zoom out to 290% and the Zoom level badge shows 290%
Actual Results :
The web page zooms out to 290% but the zoom browser badge shows 90%

I'm confident this is a duplicate of Bug 1516413. I'll re-title that bug to make its mechanism more clear.
