Steps to reproduce system:
1. get os/2 4.52
2. install
3. configure most devices but have trouble getting networking working
4. get all networking bits but DNS working.
5. try to use IBM Web Browser to browse the web.
I had so many problems after step 5 that I'm filing a tracking bug.

No it's a tracking bug. It's up to timeless to add dependencies. IF
he fails to do so - then it's INVALID.
