Currently, the cards in the Disabled section look too similar to the cards in the Enabled section. We should gray them out or otherwise make them stand out less.

As shown in the attachment, in the list view when the extension is disable it gains an 0.6 opacity. On hover and focus, the card goes back to 1 opacity.

Verified the fix using the latest Nightly (70.0a1/20190820093833) under Windows 10 Pro 64-bit and macOS High Sierra 10.13.6.
Disabled add-ons are moved to the ‘Disabled’ section and the opacity of the card is reduced, confirming the fix. Hovering over the disabled add-on will cause the card to go back to its original opacity.
