(I just attached a patch on Bug 1564871 for a feedback/review from :ttung, which should fix both).

As I mentioned in 1564863 comment 1, I've been already looking into this as part of Bug 1564871.
Given that the exact same issue is behind both the failures, I'm closing this as a duplicate of Bug 1564871.

Attached to Bug 1564871 there are two patches: D37608 aims to fix the issue, but we are still looking into it and so in the meantime we landed a patch that currently disable the two perma-failing tests on android builds (Bug 1564871 comment 11):
