Now that a document request exposes how long it took the document to load, let's expose that to listeners of a GeckoViewProgress!

Eugen says this patch might not be needed if we get Gecko metrics through Glean (next month).

That's right! We are putting this on hold but not removing the code in case we come back and realize there is a need. Sorry for not updating the post to reflect that!
