Steps to reproduce:
I think the issue occurred after updating to Firefox 68.0 (I do not remember when I have updated exactly).
Actual results:
I cannot access installed extensions: they all show empty white balloons instead of the actual menus. For example, clicking on the "Multi-account containers" extension button does not give me a list of the available containers, showing an empty balloon instead. Please see the attached screenshot.
Expected results:
Extensions should have continue as expected.
I am not sure about it but it seems that the release 68.0 had broken something.

I've come across this with one extension that's directly on the navigator toolbar: the first click always shows a blank popup and the second always shows the content. I haven't seen this with extensions in the overflow menu. I would've thought this is a duplicate of bug 1547348, but that's marked as being regressed by a bug fixed in Firefox 67, and I didn't encounter the issue then.
I actually cannot reproduce it myself anymore after doing the following.
I restarted with "Restart with Add-ons disabled" and then restarted again with all add-ons enabled, and the issue is gone.

The issue is also gone for me after a system reboot. Will reopen if it reoccurs.
