1566197 - Please create new releng user linked with AMO Production (and stage) certificate in support of Language Packs

In order to sign Language Packs via autograph, and to phase out AMO being a blocker to releases, we'll need a new releng user with the same root (or whatever requirements AMO's user has) for signing of language pack addons.

This is meant to facilitate getting Language Packs signed via releng systems, and then later uploading to AMO.

Ideally we would have the following matrix:

releng dep would be used for all attempts on try, and for any en-US language packs that get signed as part of checkins on non-release-branches.

releng prod would be used for release expecting jobs, and is what we would push to production AMO.

We'd be pushing releng-dep signed stuff to stage-amo via staging releases.

I'm not particularly caring about what naming scheme is used.
