Works for me using apprunner 1999-10-06-09-M11 on Windows 98 SE.

I've been trying to find a bug describing something along these lines; there may be a newer one of this, I'm not sure. On 2000091408, whenever I start Mozilla, the splash is not visible unless I alt-tab to it. The profile manager selection screen then has to be switched to, and if I remember rightly then I have to bring up the Mozilla window manually as well (as in switch to it). I'm running on Win2000..
