Win10
FF68 (also tested on FF69.0B5)
AMD Raytheon 15.3 and beyond
All websites display improper rendering.

I could not reproduce this issue - clean rendering on my side (not an AMD owner though).
Jsinkwitz, could you please check the status of Web Render on your Firefox (in the location bar, type about:support and check if WebRender is listed under the Graphics - Compositing section). If WebRender is enabled (it is listed in the Graphics section), could you please disable it to see if you can still reproduce the issue? To do so, follow the steps: in the location bar, type about:config -> right click on the list with preferences -> New -> Boolean -> enter the preference "gfx.webrender.all.qualified" and set is to true (please restart Firefox afterwards). Please post here the results.

Can you please retest this using a new clean Firefox profile (https://goo.gl/AWo6h8), maybe even safe mode (https://goo.gl/AR5o9d), to eliminate custom settings as a possible cause?

Clean install didn't seem to do the trick:

However, restarting in Safe Mode did eliminate the display issue. So I disabled the add-on installed by Mozilla and restarted and the situation appears to remain resolved.
The culprit may be:
OpenH264 Video Codec provided by Cisco Systems, Inc.

This doesn't actually disable webrender (setting it to true enables it).
Just to be sure, could you set the pref "gfx.webrender.force-disabled" to false, restart the browser and report whether the issue reproduces (reenabling addons to see if the WebRender does affect the issue).
So I disabled the add-on installed by Mozilla and restarted and the situation appears to remain resolved.
Which add-ons specifically did you disable ?
Also it would be valuable if you could copy-paste the content of the graphics section of your about:support page (it has details about driver versions, etc.).

On clean install, turning off the video codec is what finally made it work though.
