Steps to reproduce:

about:config
media.videocontrols.picture-in-picture.enabled
switch to false

Actual results:

It does not help. The mode is still on. On YouTube, I still see the icon to enable the "picture-in-picture" mode, it bothers me.

Expected results:

I should not see the mode enable icon, because I have disabled this mode in the browser settings.

There's a second pref you need to disable:

media.videocontrols.picture-in-picture.video-toggle.enabled must be set to false for the toggle to be hidden on videos.

The pref you disabled disables the feature in the context menu.
