More and more properties of [motion-1] have been implemented, so probably it's time to support the shorthand property: offset.

Attachment: Bug 1567330 - Add offset shorthand.

Also, update the serialization by the shorter perference because this is
a new feature and using older syntax doesn't make sense.

Let me hold this bug for a while because it'd be great if we fix Bug 1578125 first. (So I can drop lots of wpt expectations.)
