More and more properties of [motion-1] have been implemented, so probably it's time to support the shorthand property: offset
.

Please don't forget to set the 'dev-doc-needed' keyword for web platform features, so the MDN team knows they need to be documented once they are implemented.

Also, update the serialization by the shorter perference because this is
a new feature and using older syntax doesn't make sense.
